So I'm getting the System compatibiliry report on launch, saying my Intel graphics have an unsupported video driver.
idk why it matters because I have an AMD R9 290X.
Troublshoot said to reinstall the intel driver but it won't work because the installations says I don't meet the requirements (probably because it's disabled).
What do I do with it? everything else is up to date.

Your machine does not meet minimum system requirements.
Your Intel is most likely obsolete, hence the error message.
Disable Intel in the bios if possible.

Premiere does not support a 10 year old GPU which is part of your CPU.

Sorry for double commenting but why should it be an issue if I have a newer and stronger external GPU?
Is premier using Intel's gpu anyways? should it?

By default, Premiere should be using the Intel GPU for hardware H.264/HEVC decoding. Unfortunately, your Intel CPU likely is too old to be supported in newer Intel drivers: The newer drivers now require a 6th-Gen or newer Intel Core CPU in order to even install at all. Meanwhile, Intel had depreciated driver support for everything older than that, as far back as 2018, when it decided to discontinue releasing new legacy (as opposed to DCH) drivers and only issuing critical security fixes for these legacy products. And Intel had never released any DCH graphics drivers at all for anything that's older than 6th-Gen.
Thus, a newer external GPU will not fix that primary problem at all.
Plus, you should be replacing your system's internal R9 290X graphics card as soon as possible as driver support for all pre-2016 discrete AMD GPUs had been moved to "legacy" status, of which all GCN 1, GCN 2 and GCN 3 based GPUs have been placed into "legacy" status this past June. Your R9 290X is of the now-obsolete GCN 2 generation. Newer AMD drivers now require an RX 400-series (GCN 4) or newer GPU just to even install at all.
In other words, as far as newer versions of Premiere Pro are concerned your current PC is now a doorstop. You will need to purchase an entire brand-new PC just to continue using Premiere Pro, especially since just upgrading the CPU, motherboard, RAM and GPU now costs almost as much money these days as buying a whole new PC with comparable-performance-and-generation components.
