text animation and circle spinning

Hello, 

I am a very newbie to the community and have a couple of pieces of my imagination that I want to be realized with Premiere. I hope that I can find the answers and help here. Thanks in advance. 

I have this graphic (below) and I want to do the animation like this: 

- I want to make the texts on the circle blinking with different colors, like the kind of neon light. I was thinking that I can make it with frame in photoshop. But do you think I can do it with Premiere and how? 

- Meanwhile, the innermost circle is spinning constantly. 

- The end result that I want is a Gif for 10s, with the innermost circle spinning and the texts on the outer circles blink with different colors.

Do you have Photoshop? I would design the graphics there on separate layers. Animate rotation in Premiere Pro.

Good luck. I like doing spinning circles of text right in After Effects, as well.
