I want to remove gaps/silences in text but not to zero, which sounds too abrupt. How can I, by default, reduce a gap to say 30 secs? Is there a setting?
When you click the filter icon in the Text panel, go to Search settings...
Then in the Transcript View Options dialog, twirl open Transcript view. With Pauses selected, adjust the slider for Minimum pause length. If you make that pause length longer, then when you go back to the Filter to select Pauses that you can then use the Delete all button to remove, there will be fewer pauses selected to delete.
Thank you for the clarification. Yeah, what I was recommending was deleting pauses that were longer than a certain amount which would keep ones that under a specified duration.
This is a good idea to change the duration of the pauses all at once instead of deleting them all. You might post it to the Premiere Pro Community under Ideas:

Thanks for the response but I don't think you have quite understood what I'm after. I want to be able reduce a pause to, say, 30 secs from whatever length it was - maybe over a minute. With your suggestion surely, I will delete fewer pauses but the pauses I do delete will be reduced to zero and that doesn't sound right in many cases.
