Text Scale

I have a text with increasing scale (transform effect with motion blur). Every time when I move the position (blue rectangle) the start point does not change. Is it possible to move it (red circle)?

The blue rectangle is related to the transform properties of the text layer itself (not the transform of the effect or even the native motion transform)

when you say start point I guess you mean anchor point. if you want to change the anchor point of the transform effect then you should highlight the transform effect name (and not the text layer). now you can see the anchor point on screen and change it.
