Text to speech animated captions

hello! does anyone know a possible way to allow the text-to-speech captions to be animated in any way? 
i used to do it like this, but this website no longer works. Kinda sucks we don't have the default ability to animate them, so if anyone knows I work around, I would appreciate it!

in 2024 you can export captions to SRT and animate with 3 plugins: SubMachine, Text Replacer, and Captioneer

I built Captioneer for Premiere and you can shoot me any questions about it
