I'm trying to use the write on effect on a video but it does not appear in the effects panel. Even searching write on or write-on makes it not appear. I tried to ''manually'' look for it by going into, video effects > generete, but no where to be found. I am new to the software so I might be doing something wrong but even searching online I can't find a solution.

As part of ongoing work to modernize Premiere Pro, the Obsolete Effects folder and plug-ins, Obsolete Transitions folder and plug-ins, and presets built from the obsolete effects are now removed. These effects will not be coming back. You can read more about the change in the second paragraph of the link.

It probably won't come back. This happens usually when other features can do the job more efficiently. If text I would use AE's typewriter effect if possible.

good job. All the useful effects are removed. No YT tutorials are now useful. An empty application. Wasted 33$/month subscription. I will cancel and uninstall this good for nothin app

I am trying to use it, but again most good things are taken off by Adobe. Can anyone help me as to how I can get the same effect? is there a different method?

The Write-On effect can be created simply, using the very good After Effects tutorial I linked to above. After Effects is included in the full CC package.
