Turning over a feature film to our colorist and have added source timecode and clip names for each clip in the timeline via paste attributes. The problem I'm having is that many clips are scaled up and repositioned so that the TC and clip windows are often scaled out of the visible frame.
Is there a way to fix the windows to a specific place within the frame that is not affected by individual clip scaling?

In both the effects controls for the clip and time code effects, you'll see a parameter to set which track the effect gets its information to display. Set this up correctly on the first transparent video clip, remove ALL the other instances of the effects, then copy the first transparent video clip with the correctly set effects and use Paste Attributes to apply the to the remaining transparent video clips.

Yes, create a source clip of Transparent Video (File > New > Transparent Video) on a track above the actual clip and place the Clip and Timecode effect on that Transparent Video slug with the effects having their source re-directed to the correct (actual) clip.
To create a track of Transparent Video clips that follow the durations of the actual clips, select all the actual clips, then holding down the Option (Alt) key, click down on any one of the selected clips and drag it upwards to an empty track.
You will now have a copy of your edit on the higher track. Select all those clips you just created on the higher track and remove the motion attributes using the Remove Attributes command - also remove the Clip and Timecode effects that you had on the original clips.
Now select all the new clips on the upper track, and once selected, go to your bin and click down on the Transparent Video source clip you made. Holding down the Option (Alt) key, drag the transparent clip to any one of the selected clips and release the mouse. Now all the clips on the upper track will be replaced by clips of Transparent Video of the correct duration.
Go to the first clip of the transparent video track and set your Timecode and Clip effect as you wish. Once set up, copy those setup effects to the remaining transparent video clips using the Paste Attributes command.

Tried this a few times and am doing something wrong. Once I replace the upper video track with the transparent video, the TC and clip names change and are incorrect. I can change the clip name to Current Video or Transparent Video but not the underlying clip name. TC seems random from clip to clip.

Ah! Finally got it. Thanks so much.
There really should be a simple feature for exporting with these overlays as they are frequently required by finishing vendors.
