Hi,
Whenever I tab onto a different program on my PC taking focus away from Premiere Pro my timeline freezes and I have to wait 20s - 2mins for the timeline and playhead to unfreeze and start working again. I can move the playhead but the preview is frozen and I can't press play. It wastes countless hours of my time and I am desperate to find a fix.
I've been dealing with this bug for a long time because no matter what videos I watch there are no solutions to my issue. I have tried resetting my media cache, re-installing, updating windows and graphics drivers, adding a preview window, resetting to saved layout, putting all my project files in a new bin, lowering the preview quality and a multitude of other fixes. Nothing works. I have a mid-tier pc for the current time, and no matter how much I try boost performance this bug keeps occuring. I always have my project files and video I'm editing on the same drive. Premiere Pro didn't always do this for me, I've been using it for years but it has been like this ever since around version 21.0.
My specs are:
R9 3900X
RTX 2080Ti
32GB DDR4 3600MHZ
Samsung 970 Evo Plus 1TB SSD - Premiere runs off
I'm not the only person either. I co-edit videos with another person and they get the exact same issue with a RTX 3080 so I don't believe in any way its a spec issue.
Please refer to my attached video. If you have any suggestions or help you can provide please let me know.

I'd also like to mention that my co-edit partner has 64GB of DDR4 ram. The more effects, audio clips and keyframing we add into the project the longer the freezes become (as said up to two minutes). The video evidence I have provided is during the cutting stage with one video track and a few audio tracks; it only gets worse the more we add in.
