The titler tool is creating an ellipse instead of a rounded rectangle. You can see in the screen shots that Rounded Rectangle is selected, but the ellipse is being created- any ideas? Trying to adjust the fillet gives a very odd shape.

Set your Fillet to 5%. Looks like Fillet is the 'roundness' of the edges.

As you can see from the second screen shot reducing the fillet just creates an odd shape - the roundness should be symmetrical on both edges or the shape as below

Sticking with my 'set Fillet to 5%' answer.
It looks odd, but its just conforming to the Fillet Size. If Fillet is 0% you'll have a regular rectangle, if you set it to 100% you'll have a completely round shape (ellipse).
To get the shape posted above, Fillet needs to barely be on, so 3-5% should yield the desired results; or build the shape in PhotoShop.

Here is 3% and 7% - neither looks anything like a rounded rectangle.

Noticed this odd behavior yesterday. IIRC the rectangle corner rounding was as expected in earlier versions of Premiere.
I'm filling a bug report, the more people that file - the more likely action will be taken to fix:
