From that screen in the screenshot, that is to setup which buttons appear on the button row under the monitor timeline. You drag an option from that screen onto you monitor button row, where you'd like it to go. You don't toggle those buttons from that screen, but only from the button row.

Hey @thatgrlrochelle, I ran into the same issue a while back — the "Toggle Proxies" button being grayed out with a slash through it usually means Premiere can't find the proxy files linked to your footage. Even if you’ve enabled proxies in the ingest settings, you’ll still need to attach the proxy files manually if they weren’t created or connected properly during ingest.

Try this:

  1. Right-click on your footage in the Project panel.

  2. Go to Proxy > Attach Proxies.

  3. Navigate to the folder where your proxy files are stored.

  4. Premiere should auto-match them if naming conventions are consistent.

Also, just in case you're looking for a faster way to manage or create proxies outside of Adobe’s built-in workflow, I’ve had luck using tools like ytcroxyproxy.com  to simplify some of the heavy lifting when working with large 4K files.
