I upgraded to cc2017 end of last year. The ability to use keyboard shortcuts to toggle between windows within Premiere Pro has been removed. I was hoping there is going to be an update with this feature re-instated.

If you mean panels, that's Ctrl(Cmd)-Shift-. (Control-Shift-period key) to move "forward" through panels, and Ctrl-Shift-, (Control-Shift-comma key) to move "backwards".

I was looking for the previous keyboard shortcut for moving from Source Panel (used to be 'Shift/2') to timeline panel ('Shift/3). There does not appear to be a customization option either in keyboard shortcuts.

It's still there. If memory serves, you need to close all timelines for the shortcut to show up in the keyboard editor.

this was a certain problem with the first release of 2017 - was fixed with the latest update.
Here as it look under german installation - on "Q" I got my project window, with "Y" and "X"
I toggle between source- and timeline-window.

I've discovered that you can't import your previous versions shortcuts (ie. 2015 cc) as only some of the shortcuts work. I just reverted to the Premiere Pro default for the 2017 version. It gives you the options to toggle there.
Back to rebuilding all my custom shortcuts

Ah! I just tried those and they worked for me! Nice!
So, it seems that
SH-1 : Focuses on the Project window [the window gets the blue outline meaning that your keyboard will control stuff in there]
SH-2 : Focuses on the Source window (and toggle between the last clips you selected in chronological order and then they loop?)
SH-3: Focuses on the Timeline and toggles between open sequences (exactly what I was looking for)
SH-4 : Like SH-3 but focuses on the Program window (instead of the Source or Timeline window) and toggles between open sequences
SH-5 : Effect Controls (for the selected clip)
SH-6 : Audio Track Mixer (and also toggles between open sequences
SH-7 : Effects
SH-8 : Media Browser
SH-9 : Audio Clip Mixer (WHAT? I didn't even know this existed. What is it?)
SH-0 : Toggle Multi Camera View (I've not used multi cameras in AP)
