Tracking sharpening on titles on books?

I have some panning shots across some books with names on them and some of the names go slightly in and out of focus. Is there a way to selectively add sharpening to some of the names and have it track the names as the shot is moving? If so, how effective is this type of sharpening?

You will have to cut the clip up in frames or in sections that are blurred.

Out of focus is usually difficult to repair.

In Premiere you will have to fix this frame by frame. No motion tracking.

Give After Effects: Camera shake deblur a go.

How would you even do this frame by frame? Draw a mask over the selected area in each frame and add the sharpening filter, repeat on next frame?
