Unsupported File Export Premiere Pro

I have tried clearing the cache, restarting my computer, and now I have tried exporting it to an external drive (D: drive). Every time it exports and I open the file this is what it says.

Does it play in a different media player like VLC?
If you import the exported file into Premiere Pro and place it on the timeline, does it play?

No, it does not allow me to upload it back to Premier Pro, this is what popped up.
