Video in program monitor turns blue and other colors on some frames

Hello-

 

Having a very frustrating issue and have tried searching the forums fairly extensively, although I think part of the issue may be trying to define the problem.

 I am operating th following system:

Footage is 4k from my Sony AS7ii, and I using a variety of mogrts and photos in a AVCHD 1920x1080 timeline so I can push in on the subject. This issue has happened before but seemed to resolve itself after awhile which led me to beleive it was a redering issue, but after I fully rendered the project the issue remained.

Certain frames look like this (blackouts to protect subjects privacy):

While the next frame looks normal:

The last time this happened that blue effect (it glitches in and out of that color) was on the exported file.

 

There are also frames that look like this screenshot:

But when I export a still frame it turns out normal. I tried switching the Mercury play engine from metal to software only and have quit and reopened CC a couple times but neither effort helped. Anyone have a clue as to what is going on?

That definitely looks like a GPU issue.

 

Do you get that working in Premiere 2019?

Found a thread on another forum that suggest using this to downcovert the project file to use in 2019. In 2019 this problem is not happening, so does that further suggest this is a driver issue?
