Here's a walk-through:
I added my custom VST path to the Audio Plugin Manager (C:\Program Files\Common Files\VST2) and clicked the Scan for Plug-Ins button.
After the scan completed, I selected a few 64bit VSTs from the list and clicked OK.
All of those plugins are now available in the Effects Panel, and all work fine when added to audio clips.
Now here's the problem - when I go to the Effect Selection menu in the Audio Track Mixer panel, only a select few of the newly added VSTs appear here.
So my question is, what makes a VST plugin eligible for use as a track effect?
What's interesting is, only about half of the Native Instruments plugins I added are available as track effects and these are listed under a Native Instruments sub-menu, even though they're not installed in a sub-menu in my VST folder.
Any insights are most welcome.

Ok, I just figured it out.
If it's a MONO track, then only some effects are available.
When I replaced the MONO tracks with STANDARD tracks, all the effects were available.
