After I export my video and I'm viewing it I keep getting these two gray lines straddling letters. I can see there is no other object in the background or transparent object there is just the letters on a black rectangle. Picture below!
Ann is correct. Your source is full HD, then you are exporting as SD (DV) which has several times less resolution so is not going to look good at all. And you are not doing yourself any favor exporting as DV .avi file, as that will actually be a larger file than just exporting HD as an .mp4, no need for a "draft" just export H.264 since .avi files are just bigger by nature usually. Also looks like you are exporting as 4:3 from 16:9 wide source, just all incorrect. Choose H.264 for export and pre

Why are you exporting to a low quality interlaced file output.
What is the final destination of this project.

Most likely a video to post on social media. However, it's not a final draft I exported it to get a co worker's feedback on it. I assumed I didn't need to export it in a higher quality as again it's just a draft. Should I always export in a higher quality?

This very low quality draft might be the issue.
If you want a draft use match sequence settings.

When you look at Export Settings that you posted, you typically want Source and Output settings to match, in this case 1920x1080 (1.0), 29.97, Progressive on both.
When you start changing dimensions, pixel aspect, frame rate, or fields, unpleasant video output is usually the result.
