What purpose is served by removing the ability to snap text to guides?

Very certain it used to be clickable option specifically for guides and now it's gone. Why remove this useful feature when "snapping in monitor" won't do that natively? Not being able to fine tune that option is incredibly annoying.

AFAIK feature has not been removed.

Which premiere version and build are you using?

In Program Monitor wrench icon, be sure you have "Snap in Program Monitor" on. It appears to be off by default.
