When will v23 be released? We are trying to prep for the removal of Legacy Titles and heard that you won't be able to use them once v23 is released.

Nobody knows but Adobe. And they are not telling when...
You don't have to update at release date. Get all your titles converted, then update.
Make sure you turn off Auto-Update.

Ann's right, in that the Adobe 'rule' for all staff is never to announce something prior to it being released. That said ...
Adobe's practice of the last four years is to "drop" the entire Creative Cloud new versions the morning of the opening of their massive Adobe MAX conference. It has occured somewhere between 12:05am Pacific time and 7:30am Pacific time on that date.
Even as a Speaker last year for the online MAX, they refused to tell me whether the participants would have the ability to work in 2022 or the 'older' 2021. Which is simply bizarre as I needed to prep for what would be in use by the attendees!
My guess is the 2023 "shipping" will drop early on Tuesday, October 18, as that is the first day of 'full' MAX this year.
However ... I DO NOT recommend everyone upgrade immediately to the 2023 when it ships! I've used Premiere for years, including the public beta. It seems there are ALWAYS some new things that aren't pleasant, and are intrduced in the first shipping version, typically that weren't in the last beta build.
Wait a few days at least after it 'ships' to see what the reactions here and elsewhere are. And ADD the 2023 shipping to your computer, do NOT replace 2022! Create new projects in new versions and test them before moving any professionally done work into a new version.
And keep all prior versions as at times you may need them.
