Where can I download Premiere 14.8?

You can probably contact Adobe Support and request a link.

I am not aware that you could download any previous versions before 22.0.

Prodesign does not offer 2020. You need to contact support.

Adobe customer service couldn't help me, they told me to post here and ask about it. 

I was able to get it through the company I'm working for, thankfully.
