Why don't button layouts save or work with Sync Settings?

Am I missing something here? I keep building new button layouts beneath the record(program) monitor, but for some reason they keep resetting every time I open up Premier Pro, and sync (upload) doesn't seem to work because when I use a different machine and download, the button layouts are back to reset.

I just installed a new Mac Studio, OS Ventura. When using Premiere, I use the Button Editor to arrange the buttons under the program monitor. I've saved the workspace and synced my settings. If I close Premiere, then reopen, the buttons under the program monitor are reset to factory settings. This never happened my old system. Has anyone experienced this? Is there a fix?

Hi,

Every time I relaunch premiere pro now the tool icons that live underneath the program and source monitors reset to the default options. This is quite frustrating because the one I use the most is the proxy toggle (which isn't shown by default) and it looks similar to the compare icon which is shown.

It hasn't always behaved like this. Saving the layout doesn't fix it either, it always resets.

Any help if there's a workaround would be great, otherwise, can this please be fixed?
