I've seen this issue resolved in the past by resetting your Premiere preferences by holding ALT/OPTION when launching Premiere.

It doesn't have to be a bug. You can easily recreate this by mixing up crop effect and transform effect (or corner pin effect). It's only a matter of the order the effects are applied to the clip. That's why i'd like to see the effects used for that clip.

As others have said, its likely due to some interaction between stacking multiple effects. If you're changing the Motion values and have added a Transform or Crop effect, your mask edges won't line up. I'd recommend compensating by just adjusting the mask, or by nesting.
(I also can't tell from the image, but it's possible you accidentally just have your Mask Expansion cranked up/down. Set that to 0.)
