Will not allow me to Graphics>Add New Layer

Using the latest version. I'm making sure to have a clip selected but nothing I do will stop that from being greyed out! I know it's something real basic I'm missing but can't quite pinpoint... any advice would be appreciated!

To use that menu item you need to have a graphic selected.

If you are trying to create a new graphic, use the text tool to click in Program Monitor and start typing.

I was doing this, but for some reason relaunching the software was the answer. Rookie mistake! Thanks for the input though.
