Ah, you are comparing it to the legacy title, right? I did not see it back to PR 2021 in the Essential Graphics.
True, in the EGP, you can add stroke and shadow to a shape layer, but not to an imported file object.
A workaround may be to add a stroke rectangle above and shadow layer below....
