Currently, it's not possible to reorder these sections in the Properties panel. You may submit a feature request with your suggestions at our Ideas page. The more upvotes we get on a request, the higher the chance of it being implemented.

I don't think you can change the order of options to appear in the Properties panel. Maybe in the future version?
