Can we get rounded stroke for text?
This is in After Effects but not Premier.

You can use Layer Styles
Select your text layer and go to Layers > Layer Styles > Stroke
You might want to go to the wing/hamburger menu in the character panel and try changing the cap options.
In addition to the preferences, you can change this per layer in the Wrench settings under "Appearance."

Does this have the same precision as the options in AE?
