Hello,
I linked a word document and then in the word link settings I choose "Start new topic style" as follows "Heading 1", "Heading 2" and "Heading 3". In advance section of word link settings I checked the option "Map Word styles to TOC hierarchy" then it shows all word styles in same TOC level, I tried to change the TOC level from the dropdows but it's disabled. In the end I right clicked the linked word document and then choose "Create/Update Topics", after it finishes all topics (created from Heading 1, Heading 2 and Heading 3) are in same levels. I was expecting it to be generated in parent child hirearchy, but it didn't.
Any thoughts would be appreciated!

Please use the photo icon to insert images within the post. Seeing an image inline with the text makes it easier for anyone answering or viewing the post.
I don't normally work with linking so I have to ask the question "what happens if you don't select the Map check box. Does that then allow you to change the TOC level?
That said, you are creating topics with different Topic Title styles. Is that what you want?

Sure next time I will use photo icon to include image with text.
if I don't select the Map check box, then I don't see table showing map word style with TOC level. So the thing is if I check the box or not, the out put responsive HTML 5 is not showing TOC in parent child hierarchy.
If I don't use link file option and directly import word document it also results in same output "TOC without parent child hierarchy."
So I though If I able to map the desired level in map section then may be output has changed.
For example: Heading 1 -> Level 1, Heading 2 -> Level 2 and Heading 3 -> Level3
My word document has Headings in hierarchy as below:
When I'm generating Responseive HTML 5 it looks like this:

Word TOCs are structured based on the heading styles whereas in RoboHelp they are set according to how you manually indent the topics in the TOC.
I'm not sure what you want is possible. I will try to create your scenario later but you may also want to try Support if no one else comes along with an answer. See https://helpx.adobe.com/contact/enterprise-support.other.html#robohelp for your Adobe Support options. The email link tcssup@adobe.com is recommended as it reaches a team dedicated to Technical Communication Suite products including RoboHelp.

You haven't said which version of RoboHelp you are using. Please always start a thread with this information.
Please go to Help > About and include the full version number.
I ask as your dialog is not the same as I am seeing in 2022.5. It looks more like 2019.

After poking around some more, I don't think what you want can be acheived.
Only books can be indented in RoboHelp, not topics within a book. Linked documents create the new topics within a single book, therefore they are at one level.
Also any manual changes you make will be reversed when the document is updated and you update the link. Is importing an option?

It should be possible to select the levels, according the help,.
https://helpx.adobe.com/robohelp/using/import-word-documents.html#Advanced
I also can't change the levels when I try with a simple test doc. (The fact the styles vanish from that section when I close and reopn the settings dialog box is also disturbing.)
I think it seems like a bug myself.

The post title says Importing while the text says linking. I tested and commented on linking. @mike_lp which is it?

@Peter GraingeThanks for investigating. I'm using robohelp 2022.2.22.
As per documentation the settings are same for linking and importing and it is possible to select the levels.
I tested the same word document for both cases "Linking a word document" and "Importing a word document", in both cases I cannot change the levels under advance settings and the output for both caes is same "No TOC Hierarchy"

If I am following, what you are seeing is this.
What you want is this.
As above, topics cannot be indented within a section so to get the indentation sections would have to be created. This seems to be what is not happening, linking or importing.
With importing you could fix it, although you shouldn't have to. With linking you can also fix it but any update will trash the editing. Whether or not that is acceptable depends on the size of the document, the number of documents and the frequency of updating.
I suggest you check with Support. I suggest for this one you need to go to Adobe Support. See https://helpx.adobe.com/contact/enterprise-support.other.html#robohelp for your Adobe Support options.
