Customized toolbar buttons

I am using RH9.  I would like to add a button to my help file toolbar to show bandwidth and latency in our product. Is it possible to add customized buttons beyond the toolbar buttons found in WebHelp Settings > Navigation > Toolbar Buttons?

You can go to Project Set-up >Skins and edit the 'skin' to add a customize button

And that custom button will now appear in the WebHelp settings:
