Is there a good emulator to test Multiscreen HTML5 output?

I'm looking for a way to test Multiscreen HTML5 output from the desktop for multiple screen profiles. Is there an emulator that will properly prompt the "sniffer" index.htm file in root to access the correct help set? My developers are trying to test the help using various browser sizes with Chrome and are not getting the correct screen profile to come up.

For my project I have three screen profiles setup:

  • Desktop:
    • Width: 961px to 9999 px
    • Height: 768 px t0 9999 px
    • Browsers: Chrome, Firefox, MSIE, Safari
  • Mobile:
    • Widgh 320 px to 600 px
    • Height: 300 px to 1200 px
    • Browsers: Android, iPhone
  • Tablet:
    • Width: 601 px to 960 px
    • Height: 300 px to 800 px
    • Browsers: Android, iPad, Silk

At this point my only idea for the developer testing is for me to drop all the Browser settings for each profile. Will the help work without this parameter?

For this situation the plugin https://chrome.google.com/webstore/detail/user-agent-switcher-for-c/djflhoibgkdhkhhcedjiklpkjnoahfmg for Chrome may help. You can set the user agent to fool the HTML5 browser detection.
