Is it possible to generate html5 output for a topic Available in the Contents section but not added in TOC?
The answer to the question as posed is no. I guess what you want is a topic in the output that the end user does not see in the TOC, that is possible.
Add the topic to the TOC and then look in the properties panel on the right. There you will see Hide In Output. The topic will be generated but not appear in the TOC. It will show in searches, links, the index if included there and so on.
If the requirement is something else, please explain more.
