RH7 - WebHelp Pro published to RH Server 8 - apostrophe displays as html code in Search pane

I published my project to RH Server 8 via RH7 and WebHelp Pro layout. When I search topics, apostrophe in any topic title is replaced with ' in just the Search pane.  When I view the topic as html code, apostrophe is not converted to html code while quote marks appear as "

The apostrophe appears without a problem in the Table of Contents and Topic Title in topic pane -- it is just the Search pane where it blows up.

If I view the project locally (not from server), apostrophe is NOT replaced by html code in the Search pane.

I'm assuming this is a bug when viewing primary layout from the server.
