I have not encountered any error messages or warnings during the upload process, but I am unable to click submit.

Try unclicking the Select All check box.

Here's another idea which I just encountered while submitting my own files: scroll down through all the keywords you've entered and make sure none of the text boxes are empty. If there's a blank text box, the Submit Files remains grayed out.
