US states flag aren't in public domain ?

Are these all U.S. state flags ?

two from French regions (I am French) but the problem is the same, they are normally in the public domain.

the portugal flag had also been rejected for IP violation, then accepted after a second submission... but corsica flag refused two times

Well, the confederate battle flag is probably long in the public domain.  And as of my knowledge, no flag of a country is protected by IP, except for the flag of Singapore.

 

But the confederate flag isn't a United States' flag! 😉

 

The refusal may be erronous or it may be that the wrong reason has been given, except if the file and metadata show something that we do not see here.

 

(What is the refusal reason given for the other flags?)

I asked on the adobestock discord but apart from saying that it is probably a mistake, no one to correct the error, it is a little frustrating, especially since there are the same flags already online many times, including the confederate flag (which I know is not a US state) 😉

If the refusal is by error, you can resubmit. I would, however, before resubmitting, check the asset for quality issues. Because if the moderator did attribute the wrong refusal reason, the most probable refusal reason is effectifely quality issues.
