Can footage that is editorial use only be used in a fictional context with an enhanced license?

For example, could I use news footage of a riot in the context of a movie about a zombie apocalypse?

Thank you, Sheena. I have actually read through all of the documentation, and it would appear that I cannot use Editorial content for this purpose.

However, I would like a straight yes or no from someone in-the-know if possible.

So, again I ask, can footage that is editorial use only be used in a fictional context with an enhanced license?
