I am on Windows 11 with a Dell XPS 9530 running Premiere 25.1
Occasionally (a few times a day), I will see at the top of the screen "*Project Name* - Edited"
This normally indicates that the project is currently attempting to save and will quickly transition to "*Project Name* - Saved", but occasionally I experience an issue where "Edited" NEVER converts to "Saved"
When I attempt to publish the project, I am met with a pop up that says something like "attempting to save" with the blue progress bar all the way full, but it will never complete/dismiss the popup/allow me to publish the project.
My internet connection is stable and the error is not fixed by disconnecting and reconnecting to the network or by switching networks.
The "solution" I've found is to quit Premiere without saving, which will lose my progress since the last time I published.
I am not the owner of the team project that I am working on. It is only shared with myself and the owner. The owner does not have the project open on their computer when I encounter this error.
I'd like to know if anyone has encountered this issue and if they've found any fixes for it.
I'd also like to make it known to adobe staff because this is honestly unacceptable for a product that costs as much as the adobe suite.

Sorry for your troubles! Team Project not saving could be for several different reasons.
What does your cloud-sync status mention when you click on it?
You can check when the last successful project-save occurred in the Media Browser 'Auto-Saves' view for your project. Hover the mouse pointer over the top entry in the vertical history slider.
When saving fails you should close and re-open the app, making sure there is no stale 'TeamProjectsLocalHub' process running before restarting the app. Yes, you may loose the changes since the last auto-save. Though you could try and preserve the changes by copying the sequence with unsaved changes into a new 'Team Project'.
If you see repeated saving issues shortly after re-opening a project it might help to refresh your local project file ([project].tpr). Close Premiere, move the '.tpr' file from the 'Auto Save' location to a temp folder.
Restart PPRo and open the Team project, the .tpr file will be re-created based on the cloud version.
Best,
Udo
