Looks like a gif animation. Check :

1. Flame painter

2. Particular for after effects.

Angie Taylor has been posting in the forums just recently.  You couldn't ask for a better expert on After Effects, so it would daft not to ask for her take on this.

It can be created any 3d App also....imho After Effects or Photoshop

The animation itself is an animated gif.

If you look at an individual portion of the animation you will notice that it repeats, (look at an individual 'element' on the r/h side) and is probably no more than 5-7 gif images. As for how one creates it, it is no different to any other animated gif, in that one simply creates 5-7 individual images, and links them together using a program such as PhotoShop, or any other image manipulation tool, (could also be done using svg).

Looks like a particle animation - take a look at Particleillusion(a rather underrated graphics programme)

A good call.  This guy is a wee bit lame, but he gets the point across.  It works with After Effects and other video editing software.

Looks like a very clever cinegraph - possibly made by painting frames or in a 3D app (rather than photographs). I like it.
