MXF OP1a? I suspect they do match but this is maybe to do with how you are monitoring the resulting file levels in PP. 3dB is the pan law PP uses (when it uses one, its a little inconsistent). I suspect you may be summing 2 mono tracks rather than monitoring discrete. More details of your workflow would help (source audio mono/stereo? & assignments, sequence audio tracks Mono/standard?, track mixer setup, export audio settings, then how you are checking levels back in PP. Further to that - some observations on this inconsistency Mono -18dB in mono track panned left = -18dB, panned centre = -18dB Mono -18dB in standard track panned left = -21dB, panned centre = -21dB Mono -18dB modified to be stereo (with left channel only)  in standard track panned left = -18dB, panned centre = -18dB (panning right will reduce to silence) So PPro automatically reduces level of mono designated track by -3dB in a standard track but does not apply any pan rules when centering mono tracks Stereo -18dB in standard track = -18dB stereo Stereo -18dB in mono track = -18dB dual mono Stereo -18dB modified to be dual mono in 2x mono tracks centered = -12dB dual mono Stereo -18dB modified to be dual mono in 2x standard tracks centered = -15dB dual mono Really I think PPro should pass through the mono tracks at unity when in standard tracks - would be more intuitive & one knows, when mixing, that multiple mono sources will sum and need attenuating. ... zplane make PPMulator plug-in with a host of meter options - cheap & very good. although if you keep your LUFS at -23dB and put a peak limiter at -9dB you should be fine. Do beware there’s a bug with plug-ins on master bus on multichannel sequences- they only process the 1st channel.
