Not as a preset in Pre Pro but you can save a project of the intro and import the project into other editing sessions.
in After Effects you can create it as a MOGRT and then add it to your Premiere Pro Essential Graphics Presets..

Think that it is because you have a layer selected in the timeline and AE thinks that you're going to create a mask. Please deselect any layers in the timeline.

You should use project manager to duplicated the project and media into a folder. Then transfer the folder that project manager created to the new computer.

Maybe doing a right click on the clip in the timeline and choosing " Reveal in Project." You can then get the length of the clip in the Project Panel's Meta Data.

If you'd like the frame to remain for a while you may want to use the camera icon to make a still of the frame. Import it into your timeline and extend it to your desired length.

You may want to consider stock footage from Adobe Stock or a company like Artbears.. if you use footage against a black background you can use the "Screen" blend mode to make the black transparent.

You may want to look for a recent auto save version of your project available. Normally AE place auto save folders where your project is saved. Hopefully a recent auto save version will be helpful to you.
