The reliable solution in that case is not to use Adobe products to transcode unless you are using Adobe Media Encoder 2023 to transcode the files.    You can also use Shutter Encoder - Encoder | Converter video FREE PC | Mac to transcode the files. I tried it here in Pr 25.0 and captions were enabled by default when exporting. The button is hard to move for some reason. To move it you cannot click on the black part, click to the right of that. On the attached image you can see where to click. I hope Adobe fixes this soon.     ... View more

If you have Sequence A with clips in it and nest that sequence into Sequence B when the icon is highlighted, Sequence A will come in as a nested sequence. No more, no less. If you now click on the icon and once again nest Sequence A into Sequence B the native clips you placed on Sequence A will be placed in Sequence B. One thing to try is to go to Edit > Preferences > Audio Hardware and set Default Input to None. That has solved odd issues with audio before so it´s worth trying.   If it dont help, try to create a test project and use only WAV audio to see if you can recreate it.   How many audio tracks with audio files do you have in the parent sequence? ... Every file is handled by an Importer when you import a file into Premiere Pro. In Pr 25 there are similar issues as you have with other media as well. Then i noticed that Adobe has made some changes to their Importers and probably a bug found it´s way in and causes those issues. I guess that the Importer/s are to blaim.   I had to downgrade to Pr 23.6.8 to being able to edit the media i had without any A/V sync issues. Great that you found a version that works for your media. I would have copied the clip and placed it in a new folder. Then, rename the clip from 039_0083_01.MP4 to lets say Test.MP4 to trick Premiere Pro to conform it once again. Then, create a brand new project and import the file Test.mp4 and see if it behaves the same. When i have done testings the only subtitles that exports are the ones on a track with the eye enabled. So in the screen dump you posted here only C3 will be exported. You can manually move all text from C2 down to C1, from C3 down to C1, C4 down to C1 and enable that track to export all subtitles in one go. Are the audio in the files Dolby Digital?   There are more people that has the same issue as you with mts-files with Dolby Digital audio. I have it as well with mp4-files with Dolby Digital audio.   Try to download Premiere Pro 23.6.8 and test the files there. @wxthings I downloaded Pr 23.6.8 as well and everything works as expected there here as well. I thought that i could trick Pr 25.0 to work if i copied the correct importer from 23.6.8 to 25.0 but noticed that Adobe seems to have changed/renamed those in 25.0 so it was not doable. Thats probably the issue here, that the new importer in Pr 25.0 has a bug that causes those audio issues.   I downloaded the beta as well but the same out-of-sync issue is present there as well.   Do your mts-files have stereo audio or 5.1/surround audio?   I found a "solution" in Pr 25.0: I used Shutter Encoder and used the Extract feature to extract the audio. If i import that file (.ac3) into Pr 25.0 it is in sync with the video, but it creates a lot of extra job. Pr 25.0 seems to have issues when the video and audio is "baked" in the same file such as mp4 and mts.   For my project i am back in Pr 23.6.8. Thats the reason why one should avoid upgrading the OS from within an OS. Clean fresh installs is the best since every install will be just exact the same and not a mesh och some settings carried over on some machines while some settings dont carry over on the other machines. Clean installs makes things much more easier since all settings are the same. Having the same settings on all your machines will make everything easier.   I have done upgrades from within an existing OS and some odd issues from the old OS are always carried over as well. Thats important to know, that an in-OS-upgrade is not a clean new install. It carries over a lot of s**t as well.   This is true for Windows and Mac OS.   I did upgrade from Win 11 23H2 to Win 11 24H2 from within Win 23H2 only to see if things worked. After two weeks i did the clean install that ironically made the Dolby codec go bye-bye. But that could be solved.   ...Win10 kept some things from previous, but changed others.
