2 things you can try. 1 is to purge your cache. go to edit > purge > all memory and caches. sometimes pre-cached frames cause issues during renders and by purging before rendering you're forcing AE to re-draw everything. this can sometimes fix things. if that doesn't work and you just gotta get it done: render it lossless with the error in it. re-import the render into a new comp and drop in a solid and select the background color with the eyedropper in the "new solid" window. then just trim to the part that needs fixing, and export your final video. it's sloppy but I've done it for client work in a pinch and no one notices. ... the quick manual way to do this would be to select all the lights in your timeline. then in the timeline search bar search for "color" to reveal the color property for each of the lights. then hit CMD+ALT+A (ctrl+alt+a on pc) to select all visible properties. the one gotcha to this is that it only works for properties that are visible in the timeline. so if there's more than you can see in your layout hit the ` key to expand your timeline, select the properties, then hit ` again to colapse down so you can see what you're doing. if you have more than that I'd look into linking lights of a specific color to an expression control on a null or scripting to select the properties you want. ... Motion tile only expands the layer it's applied too. If the source layer you're applying the effect too is a still image you wouldn't see movement while scrubbing around the timeline because nothing is moving. Try applying the effect to a video clip or another composition that has animation in it and see if you get the same result ... View more

no matter what type of footage you're looking at, if you're zoomed in at 800%  or greater, you're going to see pixillation. AE only outputs bitmap images (because currently that's all video is). AE treats vector images as being relative to their document size. so if you import it and it's 1920x1080, it will look normal at 100%. If you double your comp size to 3840x2160 and then scale your vector up to 200% you'll notice pixelation. The way to fix that (if it becomes an issue) is to enable the "continuously raster" checkbox on the layer in your comp's timeline. This isn't possible in AE as it doesn't have any understanding of true 3d space or object space. at this point GPU rendering is controlled entirely by the Video Rendering and Effects tab under the project settings. If that's set to either Open CL or Metal then the GPU will be engaged. if it's Software Only it won't use the GPU. Make sure you set this before getting too deep into a project as there are visual differences in the way some of the GPU enabled effects rendered when compared to their CPU versions. ... View more

depending on the file formats captured you can do this by importing both files into a project in after effects and then dragging them into a new composition. to align then you may have to scoot them around in time. if the video file has audio you can expose the layer audio waveforms and try to align those so they match. if not, you may just have to eyeball it and match a distinct sound to something you see in the footage. your question sounds like you don't have very much experience. if googling any of the above proves too difficult feel free to ask spesific follow up questions. ... 2 routes you could take with this. first is to use a combination of effects to recreate screen artifacting. i'd start w/ fractal noise to make some kind of blocky texture. then I'd use that to drive a displacement map and compound blur. I might even add in minimax and venetian blinds to really gunk up the image. then you have to figure out timing. for glitching you could just apply the above to a single frame adjustment layer and slide that around as needed. or you can use expressions to turn things on and off, fluctuate the intensity. the other option is to throw money at your problems and buy a pre-canned plugin to do it. like this or this ...
