This is a dereliction of basic GUI design, a massive waste of users' time, a deliberate reduction in the usability of your product, and inexcusable. It's also contributing to the outrage over this entire feature set, by rendering it obscure as hell. ToolTips are for buttons with no captions and potentially obscure icons, for small widgets (like showing the timecode associated with a marker in the timeline), or to expand upon the information provided by a control's label. Of all things, they are not for giant text fields with acres of real estate in which to put a label. But here the glaring documentation deficiency is killing you. That must be addressed. Also, for the record: I tried what Meagan was reporting and did not experience it. If she's on Windows, maybe it's platform-specific. With a video event selected in the timeline, I was able to click on the Program monitor with the Text tool and add a title over the video.
