If you bought the laptop from DELL then I can tell you that you had Photoshop Elements (I can't be specific about version number) because DELL sells Photoshop elements with new laptops and desktops (including Acrobat of course). If this is the case then ask your mum to login on DELL repository of installed software and she can download the software and serial number. Alternatively, you could buy version 15 (Photoshop Elements 15) from Adobe website and they have special deals until January 3rd 2017. did you create an Adobe account when you first launched your Photoshop Elements? If so then try to login on Adobe website using the same email address as used before to register the product to see if the serial number is recorded there. If it is then we can tell you where to download the installation files for you to install on a new machine. I agree, without Photoshop or Photoshop elements, life is unbearable . Hope this helps.
