I have noticed something similar. As a result, I have had to go look in my Creative Cloud app to see if the image/ voice/ video has been generated before pressing “Generate” again to conserve credits.
 

How to reliably download your files
In your Adobe Creative Cloud you can find your files there and download them. Here s a short video showing the steps

How credits are handled in Adobe Firefly:

1. Credits are deducted IMMEDIATELY when you click Generate.

When things are not working, I tend to stop and ask the community. Especially when I am unable to download and credits keep being taken.
