P: Not detecting older GPU's

I have a AMD HD8490 GPU and installed Photoshop version 21.2 and the GPU is not been detected, I'm not alone as I've come across other people with the same issue on the Photoshop community forum.
Reverting back to 21.1.3 fixes the issue
Why does Adobe release updates to fix bugs and then break something else with the same update.

A GPU from 2018 is quite decent.
Not everyone upgrades his/her hardware every year, especially if you are running a business and have to upgrade multiple workstations.
It's a question of free money to spend for various hardware, like camera gear, computers and other stuff.
IMHO everyone can expect a software from 2020 to work flawlessly with hardware from 2018.

Hmmm... Photoshop 2020 V 21.2 and an Upgrade GPU from 2018...

It's not hostility, you questioned a 2018 GPU as an upgrade, I'm just explaining to you the meaning of what an upgrade actually is.

Are you for real, I know what year it is, 2018 was only 2 years ago and there's no reason why that card shouldn't work and no I didn't purchase it from EBAY infact I got it from one of our work PC's that was upgraded to a 2018 4GB card from a 2GB.
FYI I recently upgraded my home PC to a RTX2060 super, release date 2019 so do you not consider that an upgrade either.
If I upgrade a mechanical hard drive to a 2018 SSD do you not consider that an upgrade either.
Maybe you should check out the meaning of the word upgrade
"raise (something) to a higher standard, in particular improve (equipment or machinery) by adding or replacing components."
To upgrade something does not mean you have to upgrade to the most recent year.
For someone that has 40 years experience as you mentioned, I seriously have to question that judging by your last comment

Upgraded? To 2018?  This is, you must know, 2020. You must have purchased that on E-Bay

I upgraded my work PC to a 2018 GPU and still the same issue, this update has not been tested by Adobe.
Photoshop users have become beta testers, Adobe's QA is sadly non existent

The new version of Photoshop 21.2 doesn't detect my graphic cad any more (Radeon HD6570).

Under the support direction, I tried to reinstall the last diver version but with no success.
The only solution was to restore the previous version of Photoshop 21.1.3

There is a chance to fix the problem?

If the card support it will not be restored the I will need a new card or move to another software

Adobe haven't even responded to this thread as of yet and I posted it a week ago, so I wouldn't hold your breath waiting for a resolution

Does anyone know, when Adobe is addressing this issue and how we will know, when it's fixed?
Is there any link available to a detailed patch-note list what has been fixed, when it's fixed?
