Photoshop Express not showing the Combine Photos funcitonality

I have Photoshop Express in an iPhone Pro 12 and an iPhone 17. The 12 shows “Combine Photos” as an option (I use it all the time). The 17 doesn’t. I cannot add layers. 
 

And nothing happens when I tap “#Combine Photos” right under the search bar
