I have searched and searched but can't find out how to outline a text box in Acrobat DC. Is there a way this can be done?

You can put a border around a text field on a form, but there's no provision for placing a border on a text box. You'll either need to do this in the authoring program (for example InDesign, Word, Excel, etc.) or perhaps use the markup tools to add a rectangle shape. I wouldn't recommend the shape, because you'll have to tweak the size and position manually.
