Why are text fields bright yellow?! (LOCKED)

For some terrible and seemingly unfixable reason text fields are highlighted with a yellow background.  This is distracting, and honestly pretty painful to work with.  I suspect it's a display/preference setting because the problem does not persists across all computers I use, but I cannot find the solution.

Screenshot attached.  As you'll see, the typical text field blue-highlighting is present, but upon clicking a particular field the color switches to eye-cancer yellow.  Advice?  Solution?

Any help would be greatly appreciated.
