Cannot Upload MP4 for Subtitling in Adobe Express

I'm trying to use the caption video feature in Adobe Express, but my MP4 file won't upload. I’

The file meets all the technical requirements listed in Adobe's documentation, but the upload still fails when I try to generate subtitles.

Could you please help me resolve this or let me know if this is a known issue?

I m not exactly what is happening on your side. However, I do find that I sometimes have to close the program and attempt to reload the MP4. 
It sometimes needs a bit of time to upload the file.
