@Meredith30089685iwt8 On chrome can you please try this thing once: on address bar type below and hit enter: chrome://flags/#ignore-gpu-blocklist From dropdown select "Enable" and relaunch browser.
Just spoke with Adobe Express Technical Support group and they admitted that there is an issue since they took Adobe Express New Version out of beta when it redirects from express.adobe.com to new.express.adobe.com it reports unsupported browser. They said engineers are working on it, but no ETA on repair. This is crazy to me they have let this go on this long.
I would recommend everyone with Creative Cloud account call support and complain so they get this resolved sooner. (800) 833-6687 and follow options to Adobe Express.
@Meredith30089685iwt8 Also i think issue is with hardware accelaration. One user said if you disable it then also it will start works. So in that case you don't have to launch chrome from command prompt (for me it worked) try this too once.
Quit chrome if already through command prompt and relaunch it
On Google Chrome:
Settings --> System --> Disable hardware accelaration. relaunch and open site
I have tried all steps in this chain, but nothing helps, yesterday I could make it to the pago for first time since the update but some minutes later nothing again
Is there any chance that you could provide us a few details related to your device's hardware specs (such as graphics card, graphics driver version & CPU)?
Thanks a lot in advance, this would help us investigate the issue further.

I do have another question. How do you do collages now in Express? I used to be able to set my canvas size and upload up to 24 images, and Express would automatically lay out the pictures based on orientation and subject. That has been completely removed!

You can access the new version of Adobe Express on the desktop on the following browsers: Google Chrome (version 100 and onwards), Microsoft Edge (version 107 and onwards), and Safari (version 16 and above).
JavaScript must be enabled. All other browsers won’t be supported. Firefox, as a supported browser, will be coming soon.
