With my recent PS & LR renewal notice from Adobe, I was informed that there will be a Premium version of Adobe Express will now charge Adobe users a monthly fee of $9.99 per month. Adobe Express was formerly free. If I do not opt to buy the Premium version I will be allowed to have a free “Starter” version of Adobe Express that will limit the fonts I can use and significantly reduces the number of free download photos that are available to me.
Prior to this change I have previously downloaded several Adobe fonts. If those fonts are no longer included with the "Starter" version of Adobe Express will Adobe disable those fonts that I already have which will become available only to Premium Adobe Express subscribers?
Here is the Adobe announcement I received:
"There will be some changes to the apps included in your subscription when you renew. Your current subscription includes the premium version of Adobe Express. However, upon renewal, your subscription will be revised to the starter version of Adobe Express. You will continue to have access to the other apps and services that are part of your subscription. The starter version of Adobe Express still enables you to create graphics, photos, and videos, and access hundreds of thousands of Adobe Stock free collection photos. You can learn more about the starter and premium versions of Adobe Express."

you will be restricted to the benefits of the free version, but what you created previously (using the premium features) will remain.

After your free trial ends, your paid subscription begins and you will be billed using the payment method used at sign-up.
If you cancel before your free trial ends, you won't be charged. You will retain access to the Adobe Express Free plan and any projects you created during the free trial, however, you will no longer have access to premium features.
No, Adobe Express will keep all your projects and brand assets associated with your email address. Your account will change from a Premium plan to a Free Plan account. However, as a free account, you will not be able to open or edit projects that contain premium assets like premium fonts, images, or templates. Also, you will not be able to access your custom brand or access other premium features. Once you resubscribe to a paid subscription, all your premium and brand assets will become available again.

The announcement doesn't seem to mention fonts. The Photography plan gives you access to the entire online Adobe Fonts library - but the fonts in it are always subject to change, and stop working if removed.

No, I don't think that applies to you because you already have the Photography Plan. If I'm not mistaken, your Photography Plan includes access to Adobe Fonts.
But the manner in which you use fonts might change. For example a Spark page that contains premium Adobe Fonts might default to standard web or system fonts on the FREE plan.

The Adobe Fonts library is included with all paid Creative Cloud subscription plans, and fonts can be activated on your computer via the Creative Cloud desktop application.
