How to use AE text animation "fluctuate"

I'm looking for specific instructions on this animation. When I apply it, all it seems to do is hide the last character. This is not the behavior suggested by the preview in Bridge. If this effect is too difficult for a novice to start with, can you suggest a similar animation I can apply?

Hi. You are right, it makes no sense and is mighty peculiar!? Twirl open the text layer and under "text" you will see a heading "Animator - Hide Last char". Turn off the eye icon beside it - or delete it. Then play the layer and it should do the flashing thing.
